Dr. Xiaoyuan Li is an internationally trained legal and business professional specializing in cross-border cooperation and corporate globalization. She currently serves as Chief Communication Officer and General Counsel at the World Trade Center Tokyo, where she coordinates international delegations, promotes collaborations with overseas institutions and corporations, and has represented WTC Tokyo and Osaka at major international conferences and exhibitions to facilitate market expansion and strategic partnerships between global and Japanese enterprises.

Dr. Li is a New York State licensed attorney and works with Verybest Law Offices in Tokyo, assisting Japanese companies with U.S. corporate establishment, joint ventures, and litigation-related matters. She previously worked at Sullivan & Cromwell LLP in Beijing on cross-border M&A and securities offerings, and gained cross-cultural institutional experience at the United Nations Human Rights Committee and the International Criminal Court.

Dr. Li earned her Ph.D. in International Law from the University of Tokyo, and also holds an LL.M. from Harvard Law School, an M.A. in International Relations and International Law from the Johns Hopkins University–Nanjing University Center, and an LL.B. from Nanjing University. She also conducted research at the University of California, Berkeley, as part of the UTokyo–Berkeley Strategic Partnership. Fluent in Chinese, English, and Japanese, she combines a strong academic foundation with extensive international practice.
