He Minhua joined the Authority of Qianhai Shenzhen-Hongkong Modern Service Industry Cooperation Zone in 2011; during her career in the general office, department of Investment Promotion and Industry Development, Minhua researched and provisioned preferential governmental policies, including land provisions for large enterprises to set up headquarters in Qianhai.

As a member of the General Office of Qianhai Development and Construction Leader's Group, Minhua Supervised the execution and implementation of policies with more than 20 government departments, provided reports as essential guidance for senior officials of the People's Government of Shenzhen.

Since 2024, Minhua has been the Chief Representative in Hong Kong and Macao, Deputy Manager of the Department of Industry and Business Development of Shenzhen Qianhai & Shekou Free Trade Zone Investment Development Company. The Company is the sole developer and operator of Shenzhen-Hong Kong International Service City, a 2.9 square km future city in the core area of the Qianhai Free Trade Zone. Minhua manages the city's industry planning and development; she is dedicated to making the city an international trade center.
